Iwade Parish Council - Extraordinary Parish Council Meeting Held on Thursday 28th April 2005
Present: Cllr Peter Wilks, Parish Clerk, Cllr Phil Fearn, 6 Members of the Public, Cllr Brian Groves, Mr Jelley from Ward Homes, Cllr Derek White, Cllr Malcolm Hutchings, Cllr Lynda Fisher, Cllr Tricia Carr, Cllr Phil Hyde

Chairman opened the meeting by welcoming and thanked the members of the Parish Council for attending another extra ordinary meeting for this month.

2. Confirmation of Minutes of 7th April 2005

The minutes were signed as a true and accurate report.

3. Matters Rising from the minutes

3.1 Land North of the Church

At the last meeting the Parish Council were advised by Mr Jelley from Ward Homes that Dr Brady was doing a Great Crested Newt survey on behalf of Ward Homes. Since this meeting the Clerk had been in contact with Dr Brady who advised the Parish Council that he was not conducting a mitigation survey for Wards Homes on the land north of the Church and recommended that the Parish Council sought independent advice and obtained their own survey. Dr Brady recommended a Mr Jonathan Bramley.
The Parish Councillors felt that if the Parish Council was to get its own survey on the pond north of the Church then it should also cover the surrounding land to obtain a fuller picture.
It was agreed that the Parish Council was not going to have the same problems as the Developers with the Great Crest Newt, as the problems for the Developers were short term, however for the village it was a longer term problem and the village had to learn to live alongside the Newts.
Mr Jelley confirmed that once the current survey was finished, a copy of the report would be sent to the Parish Council.
After a lengthy discussion it was agreed that the Parish Council would appoint Jonathan Bramley to conduct a survey of the Great Crested Newts north of the Church.
It was agreed that the Chairman would liaise with Mr Bramley and the sum of £1,000 would be underwritten for fees to start with and reviewed at a later date if additional surveys were required.

3.2 Application SW/05/0358 AJJ Case 02647

At the recent Parish Meeting residents of Iwade advised the Parish Council that they were not happy with the variation of Condition 8 to allow the mini market to open from 6am to 11pm, 7 days a week.
After a discussion it was agreed that the Parish Councillors needed to vote the same as the residents of Iwade as the Parish Councillors were acting on behalf of the community
As a majority of residents did not want the late hours it was agreed that 9.30pm would be agreed and advised to the Planning Department of Swale Borough Council.
Only a minority were opposed to the early opening hours and the Parish Councillors voted on 7am start
Parish Clerk to advise Swale Borough Council of Parish Councils decisions.
